Mr. Caywood has served as Roanoke County's Assistant County Administrator since March 2013.
Assistant County Administrator Richard Caywood has direct responsibility for several Roanoke County departments, including:
- Development and Engineering Services
- Fire and Rescue
- Parks, Recreation and Tourism
- Social Services
Mr. Caywood serves as a liaison to the following external agencies and constitutional offices:
- Clerk of the Circuit Court
- Commonwealth's Attorney
- Judges and Court Services
- Roanoke Valley Regional Juvenile Detention Commission
- VA Cooperative Extension
- Virginia Health Department
Mr. Caywood has served as project manager for major capital improvement projects including the construction of the new Vinton Library and the renovation of the Department of Social Services building. Mr. Caywood also serves as the County's staff lead for the Mountain Valley Pipeline project.

Caywood is also appointed to represent Roanoke County on several agency boards and commissions, including:
- Blue Ridge Behavioral Health Care
- the Regional Court Community Corrections Advisory Board
- the Regional Drug Court Advisory Board
- the Regional Center for Animal Care and Protection
- the Roanoke Valley Regional Detention Center Commission
- the South Peak Community Development Authority
He also serves as an alternate for the Western Virginia Regional Industrial Facility Authority and the Western Virginia Regional Jail Authority.
Before being appointed Assistant County Administrator for Roanoke County, Mr. Caywood served as the Senior Project Manager for Fielder's Choice Enterprise, Inc. (FCE
), a heavy-civil construction company based in Charlottesville, Virginia. Prior to joining FCE
, he worked for the Virginia Department of Transportation (VDOT
) for more than 20 years. He has extensive knowledge of the Roanoke Valley, having served over nine years as VDOT
's Salem District Administrator. In this role, he oversaw construction, maintenance, and operations for a 12-county region of southwest Virginia with an annual budget of more than $250 million and up to 1,000 employees. His career at VDOT
also included serving as VDOT
's Lynchburg District Administrator, VDOT
's Petersburg Resident Engineer, Assistant Resident Engineer for VDOT
's Charlottesville Residency, and other assignments.
He is a member of the Virginia Local Government Management Association and the Virginia Municipal League.
Mr. Caywood has a master's degree in Civil Engineering from Virginia Tech, as well as an undergraduate degree in Civil Engineering from the University of Virginia. He has been a licensed Professional Engineer in Virginia since 1999.
