August 2023 - New Delta Dental Program
Delta Dental recently announced a great new program for members. Participants on the County’s dental insurance plan with special health care needs (i.e. sensory sensitivities, behavioral challenges, etc.) may be eligible for additional services including extra exams, hygiene visits and treatment delivery modifications. See the flyers in the Dental Insurance section of this retiree page for more information on this new program. One flyer reflects which special health care needs may qualify a participant for these additional services and how to access this care. The other flyer provides instructions for the dentist, which you can take with you to your next dental visit.
August 2023 - Wellness Incentive Reminder for Participants on Roanoke County’s Retiree Health Insurance Plan
Now is a good time start earning your Wellness Incentive for July 1, 2024! If you are a participant on the County of Roanoke retiree health insurance plan and did not receive the Wellness Incentive on July 1, 2023, you can begin completing your 3-Steps now to earn the Wellness Incentive for July 1, 2024. As an added bonus, if you are not currently engaged in the Wellness Program, you will receive a pro-rated contribution to your Health Reimbursement Arrangement (HRA) account effective the first day of the month after Marathon verifies that all 3-Steps have been completed. When your spouse (if participating on the County’s health insurance) completes the 3-Steps, another pro-rated HRA contribution will be made to your account.
Remember, in addition to completing your Biometric Screening, you must complete the Health Risk Assessment (HRA) online via the Marathon Health Portal prior to scheduling your Comprehensive Health Review (CHR). The CHR is the final step that must be completed to earn the Wellness Incentive. You can schedule and appointment with Marathon to complete your Biometric Screening and Comprehensive Health Review (CHR) via the Marathon Health portal or by calling Marathon. Virtual appointments are being offered for the CHR.
If you submit labs from your physician, in lieu of utilizing the Marathon Health Center for the Biometric Screening step, you are required to have your physician complete the Biometric Screening form.
Please remember, appointments become more limited if you wait until closer to the May 31, 2024 deadline to complete your Wellness Steps. Get started early to ensure you have an opportunity to receive the incentive. Additional information about the Marathon Health and Wellness Program can be found in the flyer below:
August 2023: Stay updated on your VRS benefits
You can access updates on your VRS benefits on the VRS website at https://news.varetire.org/retiree-news/.
January 24, 2023 - Do you need help with financial planning? Virginia Retirement System (VRS) retirees have access to certified financial planning services. These services are provided through MissionSquare Retirement (the third-party record keeper for VRS Defined Contribution Plans) by Certified Financial Planning (CFP) professionals. Some of the topics that the CFP professionals can discuss with you are: Reducing debt, budgeting, protecting loved ones, optimizing Social Security benefits, and estate planning.
One-on-one 30-minute consultations and webinars with CFP professionals are offered at no cost to VRS retirees. There may be charges for assistance in developing a financial plan.

Retiree Benefits Information
Below you will find information regarding the 2023-2024 plan year for Roanoke County Retiree insurance effective July 1, 2023. As a retiree, you can cancel or reduce coverage tiers on health and/or dental insurance at any time, however, dependents may not be added to your plan. No action is required if you do not wish to make changes to your health or dental plan.
Previously, we asked for retirees to provide an email address in order to receive communications through email. From this point forward, retirees who provide an email address will receive future communications via email and will no longer receive information through the United State Postal Service. You may contact Human Resources at anytime to make a change to your contact information or request paper copies of information by calling 540-772-2018 or by email.
2023-2024 Plan Year Updates
The following information only applies to you if you are currently participating on one or more of the below retiree benefit plans.
Health Insurance
- Anthem will continue to administer the health insurance and there are no changes to the plan design.
Wellness Incentive
- Roanoke County provides a financial incentive to retirees who are enrolled on the County’s health insurance plan who participate in the Marathon 3-Steps to Wellness program. The 3-Steps include a Health Risk Assessment, a Biometric Screening and a Comprehensive Health Review.
- The steps to become engaged in the Wellness program have returned to the pre-pandemic process. Steps completed in one plan year will count towards the Wellness Incentive for the next plan year. You and your spouse, if applicable, have from June 1, 2023 to May 31, 2024 to complete your 3-Steps for the July 1, 2024 incentive.
- If you are not currently engaged in the Wellness Incentive program, you must complete the 3-Steps to Wellness to receive the incentive. Upon completion of your 3-Steps, you will receive a pro-rated contribution amount to your Health Reimbursement Arrangement (HRA). Additionally, if you and your spouse (if applicable) complete the 3-Steps prior to May 31, 2024, this will also qualify you for the full HRA incentive beginning on July 1, 2024.
- New for the plan year beginning July 1, 2023: If you submit labs from your physician in lieu of going to the Wellness Center for your biometric screening, you will be required to have your physician complete the Biometric Screening form. You will submit the completed form to Marathon.
Dental Insurance
- Retiree Dental Insurance renews each January. The rate chart below will be updated if there is a change to the Retiree Dental Insurance premiums.
Required Notices
Roanoke County's retiree health insurance is offered through Anthem. The health plan offered is KeyCare 1000 with a Health Reimbursement Arrangement (HRA). The HRA is administered by Flexible Benefits Administrators. If you are enrolled in the retiree health insurance plan, you also have a Blue View Vision plan included at no additional cost to you.
The current monthly retiree health insurance rates are shown below. Prescription Drug Coverage is included with your Health Insurance plan at no additional cost.

Roanoke County partners with Marathon Health for the management of our Wellness Program. The Wellness Program began because of our desire to help participants lead healthier lives and to stabilize the increasing costs of health care. Retirees and spouses who are enrolled in the County's health insurance plan are eligible to use the onsite health center and access all other services provided by Marathon. Participation is completely confidential as the County does NOT have access to any of your personal health information.
Once you are engaged in the Wellness Program, you will receive an incentive to help offset your insurance costs. The incentive is a Health Reimbursement Arrangement (HRA) funded by Roanoke County.
The retiree must complete Marathon's 3-Steps to Wellness in order to receive the HRA Contribution. Your spouse, if covered on the health insurance plan, must also complete the 3-Steps to Wellness in order to receive an additional HRA contribution. You may submit lab results from your physician in lieu of going to the Wellness Center for your Biometric Screening. You will be required to have your physician complete the Biometric Screening Form.

Roanoke County's retiree dental insurance is offered through Delta Dental of Virginia. The plan offered is Delta Dental PPO Plus Premier, which covers dental and preventative services such as x-rays, cleanings, and oral exams.
The Retiree Dental Insurance rates shown below are effective January 1, 2023 through December 31, 2023.
