Debt Management

The Finance Department monitors the county's debt to ensure that all master indenture and continuing disclosure requirements are met. The department also issues general obligation and revenue bonds and secures other financing as needed to fund county projects including:

  • Administration of the county's debt program
  • Annual debt service budget
  • Arbitrage compliance
  • Credit rating
  • Debt limits
  • Debt projections
  • Debt-related reporting
  • Debt service payments

Financial Accounting & Reporting

The Accounting Division of the Finance Department processes, reviews, and approves financial transactions; prepares internal and external financial reporting including the Comprehensive Annual Financial Report (CAFR); disseminates financial information to county departments and Roanoke County Public Schools and other users; as well as leads and participates in financial system implementation and enhancements. Grants Administration

The Accounting Division administers and properly accounts for grants of County of Roanoke, Roanoke County Public Schools, and the departments where the County serves as fiscal agent. This administration of grants includes training, compliance of laws and regulations, reporting, and fiscal services for Comprehensive Policy and Management Team (CPMT) and Comprehensive Services Act (CSA).

Systems Support

Systems Support monitors the financial management systems which are to be used in accordance with sound principles of internal control, minimizing inefficiencies or redundancies and assuring the integrity of the data used by the public, the governing body and departments. System Support provides training to the departments on the accounting and reporting systems utilized by the County of Roanoke.
