Roanoke County Police Chief Receives Prestigious Award
Howard Hall recognized for outstanding lifetime contributions to highway safety
ROANOKE COUNTY, VA (October 5, 2012) – Roanoke County Police Chief Howard B. Hall this week was named a 2012 recipient of the J. Stannard Baker Award. Sponsored by the International Association of Chiefs of Police (IACP), the National Highway Traffic Safety Administration (NHTSA), and Northwestern University’s Center for Public Safety, this prestigious award annually recognizes individual law enforcement officers and others who have made significant outstanding lifetime contributions to highway safety.
Chief Hall was selected as a 2012 recipient of the award for his sustained, continuous, and career-spanning initiative and creativity in developing, implementing, and promoting a variety of traffic safety and enforcement programs in Baltimore County, MD and throughout the United States during his 25 years of service with the Baltimore County Police Department.
Hall was presented with the award at the IACP’s annual conference in San Diego, CA.
Chief Hall’s most significant professional accomplishments to date are:
• Successfully implementing in the Baltimore County Police Department, Data-Driven Approaches to Crime and Traffic Safety (DDACTS) and presenting DDACTS’ benefits in numerous locations throughout the United States
• Operating the Baltimore County Community Traffic Safety Program
• Receiving Federal Motor Carrier Safety Administration grant-funding in 2010 to implement an electronic citation system and to develop training to encourage officers to initiate traffic stops on those holding commercial driver’s licenses
• Instituting nighttime seatbelt enforcement in Baltimore County
• Developing in Baltimore County an automated towing dispatch and management system to clear crash scenes more promptly and effectively
• Becoming certified as a Drug Recognition Expert (DRE), a DRE instructor, and Baltimore County’s first DRE recognized as an expert in the District Court of Maryland
• Qualifying as an instructor in the administration of standard field sobriety tests (SFST)
Chief Hall joined the Baltimore County Police Department in 1986 upon graduation from the University of Maryland, where he received a B.A. in Government and Politics. He spent 20 years with the department as a commander and gained experience in the areas of patrol, traffic, special operations, training, administration, accreditation compliance, and human resources.
In addition to receiving a Master of Public Administration from the University of Baltimore in 1995, Hall attended the F.B.I National Academy and holds a Graduate Certificate in Police Administration. During his career, Hall had the opportunity to manage critical incidents and large events, as well as assignments which included providing security for both the President and the Pope.
Chief Hall has been a member of the IACP Highway Safety Committee since 2009 and the Maryland Chiefs of Police Association’s Traffic Safety Committee since 2008. He is also an adjunct instructor at the Institute of Police Technology and Management since 1993; and an assessor/team leader for the Commission on Accreditation for Law Enforcement Agencies. He is a recipient of the National Highway Traffic Safety Administration’s National Public Service Award and of the Baltimore County Police Foundation’s Distinguished Contribution to the Profession Award.
Chief Hall retired from the Baltimore County Police Department on June 30 as Commander of the Operations Support Section. He was named Roanoke County’s Chief of Police in July and was officially sworn into office on August 13.
