Board Meeting Notes 2-25-2025

At the top of its February 25, 2025 meeting, the Board of Supervisors heard the first readings of two ordinances. The first ordinance was an emergency ordinance to accept and appropriate $208,862 from the Virginia Brownfields Restoration and Economic Redevelopment Assistance Fund Program to support the redevelopment of property located at 4502-4504 Starkey Road and 4034 Emma Lane. Due to time constraints for the project, it is requested that the second reading be dispensed with upon an affirmative vote of 4/5ths of the members of the Board, and that this matter be deemed an emergency measure pursuant to Section 18.04 of the Roanoke County Charter.

The Board went on to hear the first reading of an ordinance to authorize a lease agreement with .Com Properties IV, LLC for 35 staff parking spaces located at 210 South Colorado Street in Salem, near the Roanoke County Department of Social Services building. The second reading of this measure is scheduled for March 11.

Consent Agenda

The Board approved the following items within its consent agenda in the form of one resolution. 

  • Approval of minutes from February 13, 2025;
  • The petition of LovABLE Services, Inc. to obtain a special use permit to operate a drive-in or fast-food restaurant on approximately 0.7 acre zoned C-1, Low Intensity Commercial District, located at 6426 Merriman Road (First Reading and Request for Second Reading and Public Hearing);
  • Resolution requesting that the Virginia Department of Transportation (VDOT) accept Cobble Trail in the Windsor Hills Magisterial District into the VDOT Secondary Road System;
  • An ordinance to accept and appropriate grant funds in the amount of $209,300 and the required local match of $209,300 for an ambulance and stretcher/load system from the Virginia Department of Health (VDH). (Second Reading);
  • A proclamation declaring March 2025 as Multiple Sclerosis Education Awareness Month in the County of Roanoke;
  • Resolution approving a new template for the Board’s contracts with its County Administrator and County Attorney and authorizing re-execution of the contracts upon such form.

Work Sessions

The Board of Supervisors held a work session with staff to review fiscal year 2025-2026 employee compensation and benefits with the County’s Finance and Management Services staff. The Board also held a work session to review the County Administrator's Proposed Fiscal Year 2026-2035 Capital Improvement Program (CIP). 

Closed Session

The Board held a closed session per Section 2.2-3711(A)(5) of the Code of Virginia, to discuss a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the five magisterial districts.

Evening Session

The Board of Supervisors meeting resumed at 6:00 PM with a public hearing and the approval of a resolution adopting an amendment to the Roanoke County 200 Plan to incorporate the Roanoke County Safe Streets and Roads For All comprehensive safety action plan into the Roanoke County 200 Plan.

The Board went on to approve a petition by April Joyce Hernandez Lemus to rezone approximately 12.61 acres from R-1, Low Density Residential District, to AR, Agricultural/Residential District, located at 1807 Mayfield Drive.

The Board also approved a petition by B2X Online, Inc., to obtain a special use permit to construct a broadcasting tower approximately 80 feet tall on approximately 6.972 acres located at 9731 Tinsley Lane.
