At the top of today’s meeting, the Board of Supervisors proclaimed October 23-31, 2025, as Red Ribbon Week in the County of Roanoke. The National Red Ribbon Campaign offers citizens the opportunity to demonstrate their commitment to drug-free lifestyles (no use of illegal drugs).  Local businesses, government, parents, law enforcement, media, medical, religious institutions, schools, senior citizens, service organization and youth will demonstrate their commitment to healthy, drug-free lifestyles by wearing and displaying red ribbons during this week-long campaign.  Roanoke County encourages its citizens to participate in drug prevention education activities, not only during Red Ribbon Week, but all year long.

Consent Agenda

The Board of Supervisors approved the following measures in the form of one resolution under its Consent Agenda.

  • Approval of minutes – September 23, 2025;
  • Ordinance to accept and appropriate grant funds in the amount of$497,400 from the Virginia Department of Fire Programs for the Aid to Localities Funds (VDFP). (Second Reading);
  • Ordinance to accept and appropriate grant funds in the amount of$150,000 from Virginia 9-1-1 Services Board for NG911 costs. (First Reading and Request for Second Reading);
  • Ordinance to accept and appropriate grant funds in the amount of$340,857.02 from Virginia 9-1-1 Services Board for regional enhancements to improve operational efficiencies. (First Reading and Request for Second Reading);
  • Resolution accepting and approving recommended changes to the Comprehensive Financial Policy;
  • Request to approve the Board of Supervisors budget development calendar for fiscal year 2026-2027;
  • Request to reallocate $315,000 from Bonsack Fire Station Project to Palmer Green Circle Drainage Project;
  • Request to approve revised Parks, Recreation and Tourism Advisory Commission Bylaws.

Work Session

The Board moved to a work session with staff from the Roanoke Regional Partnership to discuss the State of Talent Attraction within the region.

Closed Session

The Board entered into closed meetings pursuant to the Code of Virginia, per Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the five magisterial districts.
