During the annual organizational meeting, Vinton Supervisor Tammy Shepherd was elected as the board chair, and Windsor Hill Supervisor David Radford was named vice chair.

The Board of Supervisors continued its regular meeting at 2:00 PM with a resolution congratulating the Cave Spring High School Competition Cheer team for winning the 2025 Virginia High School League (VHSL) Class 3A Championship. Alijah Reeves was named 3A State Cheerleader of the Year and the Knights Coach Jen Koll was selected as 3A Coach of the Year. Cave Spring has won seven championships since 2014.

The Board also heard a briefing from Virginia's Blue Ridge to provide an update to its 2025 tourism initiatives. Landon Howard from Virginia’s Blue Ridge reported that the USA Cycling National Championships generated a $2.6 million economic impact for the region. Roanoke County was presented with an $11,200 check from event entry fees to support local mountain biking trails.

The Board also received a briefing from the Roanoke Valley-Alleghany Regional Commission, highlighting its support for Roanoke County's transportation initiatives, blueway and greenway development, and progress towards the commission's strategic plan.

Consent Agenda

The Board of Supervisors approved the following measures in the form of one resolution under its Consent Agenda.

  • Approval of minutes – December 16, 2025
  • Ordinance approving a Fourth Amendment to Rooftop Lease with T-Mobile Northeast LLC on property owned by the Board of Supervisors of Roanoke County, Virginia located at 220 East Main Street, Salem, Virginia. (Second Reading)
  • Request to accept and allocate $2,000.00 from Wal-Mart’s Spark Good Local Grant requested from Facility #1309.
  • Resolution designating Subdivision Agent and Alternate Subdivision Agent for Roanoke County.
  • Request to accept and allocate grant funds in the amount of $5,000 from the J. Spencer and Joy Frantz Donor Advised Fund of Community Foundation Serving Western Virginia to Roanoke County Fire and Rescue.
  • Resolution supporting Huntridge Road Traffic Calming Measures, Hollins Magisterial District.
  • Request to accept and allocate funds in the amount of $19,483.82 to the Clerk of the Circuit Court from the Commonwealth of Virginia for Technology Trust Funds.
  • Request to trade a surplus vehicle for a surplus bus from Roanoke County Public Schools.
  •  Ordinance Amending Chapter 2 (Administration), Article V (County Board Organization and Procedure), Section 2-110 (Roll Call) of the Roanoke County Code. (First Reading and Request for Second Reading)
  • Resolution honoring Mr. Fred Corbett for his outstanding Service to Roanoke County Parks, Recreation and Tourism.

Supervisor Mahoney requested the Board pull item H2 for further discussion: Ordinance appropriating $107,749,110.11 from the Roanoke County Public Schools' fiscal year 2024-2025 year-end funds to the fiscal year 2025-2026 Roanoke County Public Schools Budget. (Second Reading). The Board discussed other shared services the County uses to support Roanoke County Public Schools, totaling an estimated $5.2 million in support the County provides to support the schools over and above the schools' annual budget appropriations. The Board went on to approve the measure after discussion.

Closed Session

The Board held a closed session pursuant to Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the five magisterial districts.
