  2. This form may only be used for a newly purchased, leased, sold or disposed vehicle, or if you have moved here from another locality. Businesses cannot file online at this time.

    You must have a Virginia title number to use this form. If you do not have a title number assigned, you may fax a copy of you registration card and/or bill of sale along with this form to (540) 772-2015. You may also bring the information into the Commissioner of the Revenue's office at:

  10. Business Use Criteria: If you can answer yes to any of the following questions, your vehicle is considered by state law to have a business usage and does not qualify for car tax relief.
    • Is more than 50% of the mileage for the year used as a business expense for Federal Income Tax purposes or reimbursed by an employer?
    • Is more than 50% of the depreciation associated with the vehicle deducted as a business expense?
    • Is the cost of the vehicle expensed pursuant to Section 179 of the Internal Revenue Service Code?
    • Does an individual lease the vehicle and the leasing company pays the tax without reimbursement from the individual?

  13. Important Notice About Vehicle Decals
  14. Vehicle decals have been eliminated. However, an annual non-prorated, non-refundable vehicle licensing fee (VLF) will be applied to your tax bill per vehicle. A transfer of the fee is allowed when a vehicle is disposed of and replaced by another vehicle within a 60 day period.
