Finished Floor Elevation Requirement

Effective August 1, 2025

All building plans submitted on or after this date must include finished floor elevations, as required by Section 8.1–12, Subsection D of the Roanoke County Erosion and Stormwater Management Ordinance.

New Elevation Survey Requirement

As part of this requirement:

  • Roanoke County staff will conduct a survey of the bottom-of-footing elevation to verify it generally conforms to the approved plans before the building footing inspection.
  • This elevation survey must be requested prior to the footing inspection.

Scheduling the Elevation Survey

To request a survey, call (540) 772-2065, Extension 1.

County staff will perform the verification within two (2) business days, excluding the day the request is made.

Alternate Option: Licensed Independent Surveyor

  • Applicants may choose to hire a licensed independent surveyor to perform the elevation survey.
  • In such cases, a sealed elevation verification must be submitted to the Roanoke County Office of Building Safety instead of County verification.

Important Notes

  • Roanoke County staff will provide no more than two (2) elevation surveys per project.
  • If both County verifications fail, the applicant will be required to obtain a survey from a licensed independent surveyor before requesting the footing inspection.
